Can't speak about California, but in my state (and the states around my state) happens all the time.

If I got a ticket in Texas and lived in California I'd forget it happened. If they came after me for the money I'd tell them to pound sand.

I doubt the FAA would approve of ignoring an alcohol related criminal charge in another state.
