Has anyone replaced the step near the cargo door on their PA-28,32,44?

My step has been welded at the base before I owned the aircraft, and a crack has appeared through the weld again. I was able to remove 4 of the bolts, but the two aftward bolts' nut plates are spinning in place, and I am unable to remove the step. (See attached images) I'm unable to reach or see these nutplates through the battery access panel or the round access panel in the cargo bay. The aftward bolts are on the other side of the bulkhead shown in the pictures. I am curious if there is an access panel I've missed that would give me better reach to these nut plates.

It was suggested to me that I would have to grind the bolts down to remove the step, but obviously I would prefer to find an easier solution should one exist. Forgive me if I've missed a thread that has addressed this issue already.

Thanks, Lane
