OT: Burglar Tool?

We had a kind of sketchy guy come through our neighborhood the other day. Parked in my driveway, wandered down between houses and into folks' back yards, when challenged claimed that 25 people were out to get him.

You know, the usual.

Anyway, we eventually got him back in his truck and on the road again. The next day, our neighbor found this in his yard:

Obviously a couple of disassembled scissors, where someone had taken the time to grind/file wavy edges on both side of the blades. The tie-wrap was part of the deal.

So. Trying to figure out WHAT this is. Burglar tools, such as little pry bars to break padlock hasps? Shivs for duels behind the dumpster at 7-11? Toothpicks for the guy's pet badger?

Yes, those can be used to open old fashioned window latches, and cheap door locks.

You should have recorded his tag number, and have a record of his presence, in caser he comes back. Write down your best description of his size and weight, hair color, etc, plus his vehicle data in case there is an incident in the near future.

Call the cops if he returns, which is likely, as he needs those tools for his next job, even if it is elsewhere.
 
Unless those blades are thin and narrow and the lock is older than your plane,I would not consider the scissors an effective makeshift lock rake. Your local LE agency would probably charge someone if your local statutes allow that though.

Somebody will come by with a you tube video of a decades old Chinesium lock being defeated shortly to prove me wrong about effectiveness.

Wave rakes are tiny compared to this - key sized.

Scissor blades would seem way too large and thick to fit in a keyway.

Good thing he didn't use them as shivs!

Burglary tools - homemade lock picks. Almost 100% that he’s a tweaker (meth user). Paranoid, sneaking around people’s homes, burg tools. If he comes around again, call 911 unless he suddenly becomes severely scared to show his face within 20 miles of there ever again. Pretty good chance that the officers/deputies know him on a first-name basis.

Thanks for the info. Didn't have a plate on the front of his truck, but the security camera got a good picture....

Agree with the assessment that he's a tweaker. Told the guy down the street that 15 cars were after him. Told another neighbor that "the Mexicans" were after him and wanted to steal his truck. The neighbor figured an old can filled with old gas would be the best way to get rid of him, and he was proved right....the guy left after pouring the gas in the truck. Even left the can behind, so I returned it to the owner.

Weren't originally going to report it (no worse than simple trespass, and he was given the fuel) but when we found the tools I contacted the cops.

Those tools do not go in the key way. they are used between the frame and the door. It takes two, and about 5 seconds.

Windows are a little slower,

Neighbor police officer borrowed my pen knife, and with his, opened my door quickly. I bought better locks. Those tools are better than our pen knives, in many ways.

He unlatched the window in about twice as long with only one knife.
