Based on the article, I'm assuming he was building a simple atomic pile using Americium scavenged from smoke detectors.
All you have to do is put enough together to generate heat from the atomic decay and you can drive a steam turbine. The trick is to keep the reaction from running away and bathing you in radiation.

Yeah but, in the long run, he'll have far less trouble with the reactor. His BIG mistake was asking permission (far easier to apologize after the fact).
