14 CFR 23.1305 is for required powerplant instruments.

In older archived versions of the eCFR it shows up but appears to be missing in the current version.

Did the government just delete over 1000 regulations without telling anyone or am I blind and just don't see it?

No. They rewrote Part 23 and moved a majority of the requirements into ACs to try and jump start new aircraft certificates. Search the AC listing under Part 23. I have a cross reference somewhere that I'll post if I can find it again.

Are you researching for a part 23 airplane or a CAR3 airplane?

Part 23. So if these regulations were moved into ACs then that means the equipment stated isn’t really required since ACs are not regulatory, right? So 23.1305 is no longer a regulation?

No. 23.1305 still valid for older aircraft as is CAR3. The ACs are only for new certifications.
