What type of engineer is involved in controlling the flow of water over the surface of the ground in a built up area?
Is it some sub-specialty of Civil Engineering?

Yeah, there are people who specialize is drainage issues and they are typically Civil Engineers. Often times it is done as a package by the same firm that does the roads. How well it was done, that is another topic.
 
So, we don't know of a particular name?
Ie "Water Runoff Engineer"?

Good a name to Google as any, I'd also try Drainage and Irrigation Engineers as well. It all depends on exactly what you're trying to accomplish.
 
It's just "civil engineer"(ing). Call the surveying firms listed in your phone book. Many are also Civil Engineers. If not, they'll know who the good ones are.

Some Geo-Tech firms also do this type of work.
 
Surface hydrology is a subset of civil engineering.

Just about any civil engineering/land development firm can handle surface water/drainage issues. There are some firms out there that specialize in it. The "proving I didn't do this" might take some time and money if there isn't any kind of history to research.

We have several drainage specialists in our aviation program. They are civil PEs who specialize in getting water off airports without attracting wildlife or allowing stuff like deicing fluid to get into the rivers. Some of it is pretty specialized.

Are we talking about expert witness testimony in a court or deposition, or just a letter with stamp on it saying you ain't did it?

Hydrologist. I used to know a few when I was on the board of a watershed district.
