Yankee and Condor MOAs already go down to 9000 and 7000 MSL respectively.
There already exist VR 840/841 and IR 850/851/852 route structures below the MOAs that could be effectively used. Granted those would be "straight line" low level navigation routes.
Those routes could be adapted by the training office of the respective NatGuard units to incorporate "targets of interest", loiter time at those locations could be restrictive within the respective VR/IR structure.
What aircraft are the respective Guard Units flying now? Last I knew, NH had KC-135 tankers. They want the airspace in Maine for VT National Guard? It appears they are flying F-16s. They have short legs for flying into Maine, operating low level, and returning to VT. They will have to schedule those NH tankers for an orbit track within the Condor MOA for some gas.
