Just resting. Birds do that all the time. I have cockatiels, parakeets and a parrot and they all rest like that at times.

Right. And you know, of course, why he doesn't pick up the other leg - he'll fall down!

AFaIK this behavior is based on reducing heat loss by exposing only one leg and foot to the cool air.
 
I took several images, during which time "Jonathan" gave me various head positions(stares?) but was otherwise pretty docile.
