This is a turboprop, so I would like to know why its peak speed is at only 8,000 ft?

In general terms, turbines are power limited by altitude just as any engine can be. While a fixed shaft turbine (TPE331) has a better performance curve at higher altitudes than a free turbine engine (PT6), they both have limits and basically run out of air. However, max cruise speeds are usually airframe limited regardless of engine type. The fixed shaft turbine will just get you there quicker.
