KCEA - how is this possible

Ok - so KCEA has 1 runway, 17/35.

There is a NOTAM that reads:
RWY 17R/35L USED ONLY BY CESSNA PERSONNEL; CLOSED TO PUBLIC.

Old satellite photos show that there is not and most likely never was a 17R/35L, and a recent photo taken shows that there isn't a new runway, and certainly no progress to start a new runway.

What the heck? Also - on the satellite photos, there is a section of grass that appears to be painted for runway 22, but there's no corresponding runway 4, and moreover, not enough room for a runway anyway.

Anyone been there?

Edit: Upon futher inspection, there is also a marked runway 26, but no corresponding runway 8, but there is edge markings for a good 2 thousand feet or so.

Edit2: I found another aerial photograph that shows that all airports are now closed, but yet there's no NOTAM to that effect either...

Taxiway looks wide enough. It says the RUNWAY is closed, not the airport.

No, the small airplane delivery center is in Independence, KS and the larger airplane delivery center is at Wichita Mid-Continent.

It seems from this article that they do testing on smaller Cessnas at KCEA.

On May 1, the first production SkyCatcher, a light sport aircraft, made its maiden flight, nearly two months after its first prototype flew. The 30-minute flight departed Cessna Aircraft Field (ICAO: KCEA) adjacent to IAB and landed at KCEA, where it will continue development testing. In addition to having two aircraft in the test program, Cessna is will begin static and fatigue testing on a separate airframe in mid-May.
 
cessna has secure hangars out there and does most of their new construction that they dont want anyone to know about there.

Looking at the satellite view of the airport it looks like there's an unmarked parallel runway all the way at the other side of the field. Could that be the "missing" 17R/35L?
