Is there such a thing as an implicit clearance into Bravo?

How do you file a clearance? You can certainly file a flight plan, and ATC can issue a clearance, but I've never heard of filing a clearance before.

AirForce One might file a clearance and I'm pretty sure Henning has experience with that.

I would not want anyone to think that filing an IFR flight plan somehow clears one into or through B-space. You either have a clearance or you don't, and whether or not you've filed any type of flight plan is irrelevant.
 
Does it make you feel better if I type out the whole "already on a filed flight plan clearance, you don't need more than one. The IFR pilot has a clearance that is associated with the flight plan that they previously filed, eceived a clearance on, and opened, therefore we're currently operating under when they approached the B airspace.
