Iphone (IOS 8) Windows photo organization

Okay ever since I upgraded to IOS 7, if I open my phone up using Windows Explorer to access my photos, it put them in to two separate sub folders under a "DCIM" folder. No big deal, the second one is more recent.

I just installed IOS 8, took a picture, and went to load it on my desktop and WTF all the photos are in about twelve randomly named folders and they all have the same time stamp and are not sequential.

WTF? Is there a way to cure this so I can find my photos easier using the desktop?
 
Apple products are perfect, not like that Windows junk. You are just doing it wrong!
 
I think this is a relic from going from treating the thing as a camera to their new organization of all your photos into "events" (which is in line with the way iPhoto maintained them on the host) so everything boogies nice with the Cloud services. They don't expect you to manually go fishing for your data with a raw filesystem connection.

Maybe that's it. I need to organize them manually from within the phone so they all fall under one "event" or whatever. I don't do cloud.
 
As an update, whatever happened must have been an anomaly. Photos are back again organized in a single folder with the current IOS.
