IFR out of airports with no IAP

If you call from the ground, they might not ask it. Technically, the question only applies to an airborne VFR aircraft requesting the clearance in the air, but controllers have been known to expand it.
The most memorable time I got this was early after getting my rating, when I filed IFR all the time. I was calling a Class C approach controller by radio from a nearby (but outside the outer Class C ring) uncontrolled airport to get my clearance before taking off. It was 6S8 and KBIL Approach.
