The winner is always connected, somehow, to the people holding the raffle.

I'm only half serious, but we had a organization in our area that raffled off a new Harley Davidson every year. A local Private Investigator got suspicious and did some checking. He discovered that every single winner, for 20 years, was related to someone who worked for the company that donated the motorcycle, or was related to a local politician.
