-Well, equipment-wise, I certainly could.

-Safely? Yeah, for the occupants and folks on the ground.

-Legally? No clue.

Not that I’m gonna try it, but I’m on vacation, without my plane, and fantasizing about aviation rather than worrying about work.

You can land any place in an emergency.
 
Looks a lot flatter and smoother than the beaches I have landed on...
 
Pop some smoke and go for it.
Just remember to get rid of the evidence before the spectators get to the plane.
 
As long as it's not in airspace or something the FAA doesn't care as long as you don't buzz stuff or crash for the most part.

Mostly comes down to who controls that price of real estate.

Also make sure the sand you land on isn't the soft fluffy wheel sinking type.

That is not entirely true...while a the declaration of an emergency may be a get out of jail card in relation to busting of FAR's, it is not necessarily a free pass on violating state and local laws or ordinances. While it is a dick move, pilots have been fined for landing on highways in an emergency.
