I am looking for the regulation right now, but I'm pretty sure they also must ensure everyone, including crew, are wearing their seatbelts before taxi.

But Flight Attendants often do the preflight briefing during taxi.....

Final walk thorugh before the door is closed then they call the captain and let him know it's ok to taxi, eh.

No, FA's are definitely moving around during taxi. They sit down and buckle up when the captain says something like "Cabin crew, prepare for departure."

There's probably something in 121, or maybe even in the individual companies' OpSpecs, that exempts the FA's from the belted-during-taxi requirement.
 
You know I was just talking about that on my flight home last night. We taxied all the way to the hold short line before the bitc........ (well I better not call her that I might offend someone) FA belted up. she was also playing with her phone on takeoff maybe turning it off but it was on when we were rolling.
 
They're allowed to do their cabin walk through and compliance checks while the a/c is moving. I'll try to find the specific reg in our book tomorrow, but they don't have to sit until we say "Flight Attendants, please be seated for take-off." That's actually a required announcement. The phone thing on the other hand....
 
I've definitely seen them moving about during taxi... but I don't care. They have a lot to do and rarely enough time to do it.
I put mine on and leave it on until we deplane at the other end, unless I really have to hit the head. Everyone else can take their chances if they like.

121.391d: During taxi...remain at their duty stations with safety belts and shoulder harnesses fastened except to perform duties related to the safety of the airplane and its occupants.
