FAA certificate ‘based on’ foreign license - how to add instrument rating

I have my private pilot license (no instrument rating) and medical from my home country (ICAO member). I wish to get an FAA certificate based on these documents to be able to fly in US airspace. I have gone through the website for FAA license verification process and I am about to start it.

Question: Can I go through this process now, and then do it again when I get the instrument rating? I understand that I need to take the ‘Instrument rating - foreign pilot’ knowledge test in the US. Will there be any problem if I get the FAA ‘based-on’ certificate before I get an instrument rating in my home country? I am not sure if I can do this process twice - hence the question. Appreciate any pointer.
 
There are two ways.

One is if you have a foreign instrument rating. Then if you've taken the instrument foreign pilot knowledge test you can add the instrument rating to your faa private based on foreign certificate. This WILL NOT transfer if you were to get a stand alone faa private or commercial certificate.

Two is you can take an faa instrument checkride. After you pass it will be added to your Faa private based on foreign certificate with the notation US TEST PASSED. This WILL transfer if you later trust for a stand alone faa private or commercial certificate.

I am going for option 1 from your response, but I’ll get the instrument rating after I get my FAA certificate based on foreign PPL. I won’t have the foreign instrument rating at the time of getting the FAA certificate.

Once I get my foreign instrument rating, what do I need to do to add it to my FAA ‘based-on’ certificate? Just take the IFP knowledge test? Or go through the verification process again?
 
Take the knowledge test. You'll need a current verification letter. Then meet with an admin DPE or FSDO to process the paperwork
