explain this NOTAM

LOUISVILLE, KY, FEDRA ONE DEPARTURE (RNAV): PROCEDURE NA.

FI/T - Flight Inspection/Temporary
ODP - Obstacle Departure Procedure

My understanding of an ODP has me thinking an ODP is not the same as a SID, it's used when you don't have or aren't assigned a SID. I'm confused at having ODP referenced in the NOTAM for this RNAV departure... Why?

An ODP is for terrain/obstruction avoidance. A SID is for ATC's convenience.

Because they don't want you flying the ODP, maybe some temporary obstruction the flight inspection discovered? Any crane or tower or lights OTS NOTAMs in there?

Exactly. That still doesn't explain the NOTAM. It makes it sound like an ODP and the SID are one and the same, as the FEDRA 1...
