Due to a lack of LSA rentals, or clubs, I'm looking to see if there is any interest in starting one in the Tucson, AZ area.

Are there any restrictions on club ownership of an experimental amateur built aircraft? Also, have you checked on the availability of insurance for what you're wanting to do?
