ESD stopping arrivals and departures?

I was flying back to Indiana from Myrtle Beach this weekend. The weather was nasty and had to fly all over to avoid cells that popped up.. As I was flying near Charlotte I heard CLT approach stop all arrivals and departures several times because the "ESD was down". What is the ESD exactly ? This is the first time I have heard that ATC reference that..

I don't know but, when asked for an aviation term "ESD", Google says "Electronic System Display"
 
I looked that up too but it was anything from that to avionics in an aircraft... I'm guessing it was their primary radar displays?

Google Fu definition:
Traffic Situation Display. A tool used by Traffic Management Specialists to monitor the position of air traffic and to determine the traffic demand on airports and sectors.

Simplified, it comes to controllers via message on the FDIO or otherwise called by dyslexic controllers as the FIDO which is the flight data Input Output system which is where the flight plans pop out. It will tell us that there is a ground stop delay somewhere and when we can start calling for release times.
