ercoupe oil pressure

My mechanic added a spin on oil filterto a 85 hp cont engine. Now the oil pressure will not come up when engine starts unless you rev up the engine rpm over 1000. It sounds really bad when the engine first starts because of no oil pressure. WHAT COULD BE WRONG??
