I do like that quote, but

it was my understanding that those cars are so well tuned and operating at peak hp that emission controls would not be required.
Thems cars run good old carburetors, jes like God intended.
Probably a bit rich (for power) and sure as heck at high loads. Lots of NOx, Lots of unburned HC and CO. Were I to guess (based on my 30+ years experience with this sort of thing) I would say more than 1000 times as much smog producing stuff as a modern production automobile that was certified against the lowest California emission standards.
Emission controls are not required for NASCAR because the emissions for race cars are not regulated.
