Do controllers see a different 'blip' if an aircraft has ADS-B Out?

Are you envisioning a controller walking back behind the scope and just unplugging a box that says ADS-B on it?

Do you see an ARTCC or TRACON ignoring the FAA?

It could very well be regional. My experience and that of those in my area is different.
