I can understand where the FAA is concerned with medical conditions that can result in rapid-onset of debilitation while acting as a crewmember.

Do they consider CLL (chronic lymphocytic leukemia) to be in this class; if so, why?

CLL is approved on a year by year special issuance. The behavior of the illness is that it cooks silently and asymptomatically for many years- five to fifteen is common. When it finally busts loose there is about a threee month slide into crisis. I have assisted on this one once or twice. It's Special Issuable until the counts start to go nuts. :-)
