Only a few ground based weapons systems can hit an airliner at 33K feet, where the bird was according to radar. The systems are pretty sophisticated and not easy operated. This wasn't some guy with a shoulder mounted anti-aircraft missile.

Looks like they have manpower, but that's about it. It looks like they don't even have the capability to move a lot of that manpower to another place.

The difference is noticeable at Flightradar24 as everyone started piling up on Turkey, even accounting to traffic variations over the daytime cycle. Ukraine is potentially the tip of the iceberg. Putin has an agenda. It depends a lot on how far he wants to go to reclaim the former Soviet states. Problem is, no one outside of his inner circle really knows the answer to that. If he had stopped with Crimea, not much of a big deal to the rest of the world.

I doubt there are any terrorist groups with functional SA-11s or trained operators. This isn't something you can pull off with a shoulder launched rocket hidden in the mountains.And this successful downing will just fuel the fire of any terrorist group that has SAM's in their possession..........

And a pack of separatists didn't just manufacture the systems out of their sixes. They came from Russia (who's' leader has steadfastly dinned supplying the separatists with arms and materiel). Moreover, most of these things require some degree of training to operate (at least according to what I read. I don't operate SAMs for jollies), meaning it was likely Russians who shot the missile. this is bad, bad bad. Putin has been pulling strings to keep himself popular at home, but there could be some real blowback on this.
