Another logging question: foreign instruction

61.41 (a) 2 says:
A flight instructor who is authorized to give such training by the licensing authority of a foreign contracting State to the Convention on International Civil Aviation, and the flight training is given outside the United States.

It does not say anything about the registration of the aircraft, the country of licensing, or that it takes place in a particular country.

So how does 61.41 view training given by a European ATP/Instructor in a South African registered Cessna, flying in Mozambique and training an American student?
 
If it is acceptable to the "administrator" . . .

I am not sure that it is.
 
61.41 does not mention that it has to be acceptable to the adminisrator but I guess the whole FAR could fall under that.
