I don't know, if they crash as often as UFO folks seem to think they do then they could use training.

It's actually not a FAR...not an FAA reg, but a TSA regulation. From the TSA AFSP website:

Candidates are required to complete this application prior to beginning flight training in accordance with 49 U.S.C. 44939 and 49 CFR 1552.
