Gonna guess that's a balloon with perhaps some drone technology. People like to fool people. During the UFO hysteria of the 1960s we launched dozens of laundry bag hot-air balloons to help it along.
Did the same some years later, but with helium. We threw a strip of aluminum foil in too, just to help ATC see it and keep it away from aircraft.
