What kind of can of worms is this?

The aircraft is out of annual. Upon submitting application for the ferry permit, the fsdo guy said the A/C is out of date, and should be exchanged for a new one. The guy said once the annual is done, he would walk me through the process. Made it sound like no big deal, but has anyone done this? Is it necessary for them to inspect the aircraft, or is it pretty much an administrative change?
 
Eh? You've lost me. The airworthiness certificate should never go "out of date." What are we talking about here?

Verbatim from the fsdo email:

"In addition, the Certificate of Airworthiness is on a FAA form 1362B, these have been phased out, after your annual Inspection *has been completed, we can walk you thru the steps to get a new Certificate of Airworthiness."
 
The FAA policy is that inspectors should encourage you to switch to the new form. It's not a strict requirement. Your A/C is and will remain valid on the old form.
