In principle I agree. If the engines won't start and the flight is delayed or canceled that is the airlines fault. I agree, this is a PR disaster for UAL. They 'should' have offered more incentive to get volunteers. They 'should' have denied boarding to the 'last to check it' or some other concrete system. But the fact remains that there are reasons that passengers can and will be bumped and I can't see how...
