    It’s not that they aren’t, it’s that they can’t be. Also they are already legal to fly in icing as far as I know so there would be no reason to.

    My understanding was this was only for dealers who had ordered and received a GTN that had not yet been sold to a customer, I assume meaning not yet paid for and picked up. In other words this was only for new, rather than used (if only briefly) GTNs.
