    @Shawn If those instructions are in relation to radar approach services, then yes. The tower still calls sequence on the runway regardless of status of aircraft (IFR or VFR).

    Once I acknowledge cancellation of IFR, I do not expect the pilot to follow instructions I issued. My responsibilities for providing radar services end, unless I offer them in the form of flight following. Occasionally, I'll let the pilot know about aircraft in the vicinity.

    Incorrect. A more factual statement would be, "Lockmart has consolidated facilities and personnel in the name of 'cost savings,' but at the cost of intangible experience and service provided." Anyone who dealt with an FAA v. LM briefer will tell you FSS has not improved.

    We don't know what happened, that's why you can't use this example. At least not in any serious discussion about the matter. What was the exchange prior to the altitude instruction? Did the pilot ask for 2,000 feet or was this an unsolicited climb? Where exactly did this take place...
