The entire SW is fairly well dominated by SUA of some sort or another. I know the Fallon and China Lake complexes have civil VFR corridors to help out local traffic, but that obviously doesn't do much for long range IFR looking to transit.

I didn't know ATAC was flying F1's. I know they fly F-21 Kfirs, which are sort of French, and Mirage-like. Is this confirmed to be them, or could it possibly have been another Draken F.1?

It was VERY popular amongst USAF tanker pilots on UHF common as they departed the procedural routes from Afghanistan and Iraq. And then all the foreign AF pilots started emulating them. I have no idea where it originated, but it was certainly perpetuated there.
