Winds aloft table sort order

I had a random question that I thought would be easily answered but so far I've failed. In what order is the old textual winds aloft table sorted? I live roughly halfway between Syracuse and Buffalo so I'm always comparing those two lines, which are not adjacent. It's not alphabetical. It's not east-to-west or the reverse (Albany, Buffalo, Syracuse aren't in order) nor is it north-to-south.
 
Just for fun I plotted a flight through all the airports in the NE region, in the order they are listed in the winds aloft table. Starting at BDL in CT, ending at EKN in eastern WV.

Looks to be alphabetical per state -- Connecticut, Maine, Maryland, Mass, ...
 
By Jove, you're right. State full name, then airport code.

FF (and other apps) generate this sort of thing, maybe that would help get what is needed more easily?

Of course that's what I actually use, generally on aviationweather.gov. It was an idle question.
