In the Philadelphia Bravo, no ADSB

Hello!

I have noticed a white and blue Cessna (navy blue wingtips, three blue inverted swoosh marks on the side of the fuselage) flying in the Philly Bravo over the Kensington neighborhood making large circles. It does not show up on ADSB and I have not been able to make out the full tail number. The best I've got is the last 4 being either N_93FN, N_33FN, N_99FN, or the same numbers followed by FM.

I am not currently able to post pics but I'm wondering if anyone might recognize the aircraft based on this description or might be able to point me to a resource that would help me identify the aircraft.

Pilots can opt to have their ADSB private and not show up online, and pilots can also apply to enter the mode c without ADSB as an exemption. You could get the tail number if in flight if you have ADSB-in on your foreflight or Garmin devices and are within close proximity of the other aircraft.

If so please come to Chicago we have plenty of helicopters flying overhead at 7am on the weekends the whole morning 400’ above the ground.
 
With that question I would guess you have a problem with that airplane/pilot for some reason.

I know that plane. It’s owned by Kamala’s second cousin. I’d forget about it if I were you.

If it's an older model without an electrical system, it would be exempt from the ADSB requirement if not actually in the Bravo. Over Kensington, if it's under 1500' it would be under, not in, the Bravo.
 
Law enforcement, with permission from the FAA can run without ADSB. If it’s flying circles, that makes this scenario even more likely.

Helicopters in LA do it all the time. Which just means you need to follow their TIS-B tracks, instead of ADSB directly.

He must be clear of the manufacturer. He stated it without hesitation. He certainly wouldn’t be using “Cessna” as a pronoun for any small GA aircraft.

True, but I think the OP meant that it was inside the 30nm veil.

Sounds like you are using a web feed from 3rd party ground-based receivers and not actual ADSB data. It could very well show up on "real" ADSB.
 
"Does not show up on ADS-B" - what do you mean by that? Something like Flight Aware or you have a dedicated ADS-B receiver?
Could be too low and too far away from a ground station for Flight Aware to pick up. I know that I disappear from Flight Aware when I get below pattern altitude at ONZ (Grosse Ile Municipal) which is well inside the mode-C veil.
Also, the FAA allows "anonymous" mode from the ADS-B. You would see a flight track on Flight Aware but not an N number.

Under Class B but still inside the Mode C Veil requires ADS-B and XPNDR to all aircraft except those not certified with an engine driven electrical system. Day to Day exemptions may be approved by ATC with prior permission.

Showed a friend a pic of my Mooney just yesterday- he said “oh yea looks just like a Cessna” :)
 
Wouldn't this aircraft have a radar return that close the bravo airport? I assume if ATC sees an unidentified aircraft circling near the airport AND they have a problem with it, they have a way to deal with it.
