Life rafts do not belong in the empty weight of the aircraft and operations need to be responsible for them being removed or installed and all associated Weight & Balance tracking.

Depends on the reason for the raft and type ops. But for small Part 91 aircraft in general, would not include it in EWB and carry it as baggage.
 
They do not belong in empty weight. Depending on how they're used, they may belong in Basic Operating Weight.
 
Depends whether or not the raft is required equipment for the aircraft.
