de-escalating is something that law enforcement is trying to use... I suspect that many LEO's haven't yet learned how.

My wife’s friend is an elementary school teacher and this book helped her a lot. She said the techniques work on adults too, probably because they were behaving like an elementary school student at the time.It would be great training for everyone, from baggage destroyers, ticket agents, security, store clerks, to pilots and flight attendants.
It seems that many try to escalate a small thing, into a huge thing...when it should be the other way around. I was being taught by age 10 from my father how to cool down someone who is getting agitated. Papa was a very calm, and rational man. Seeing how he ran his gold mine, and dealt with employees, was great training. On the farm I deal with a lot of customers, employees, middlemen, truckers, suppliers, and defusing a situation the second i see it starting to go sideways, has served me well for many years. I've personally witnessed airport, and airline staff turn a minor thing, into something much larger than it needed to be.
If they don't like their job, quit, and go do something else they are better suited for. Not everyone should be working with the public, some should be repairing buses, or an order picker for Amazon.

Nah, writing laws is way more work than legislators at any level tend to want (or are qualified) to do. The text of bills is generally a mashup of what lobbyists suggest and staffers refine. Granted, some congress critters, etc. are lawyers, and at least understand how to generate the required legal-speak, but it's way too detailed work for their attention spans. If you doubt that, go into the Congressional Record and read the hundreds of pages in a typical bill. No way does your Congressperson actually string all those words together.They write them. That some of them have their head stuck so far up someone elses azz that they can't recognize the smell of s**t any more when they write, and vote on them, no argument here.

The Office of Legislative Counsel drafts most bills. The House and Senate each have one. Married to an FA…deescalation is part of any training and also ongoing annual requirements by her company…along with hazmat, trafficking, making a bomb stack, and all sorts of other stuff that you never would know as a passenger…some weird stuff happens in the cabin. Now catch a FA on the backside of a four day on the third and last leg of the day that started 10-12 hrs prior…you might find them let’s say tired and well not at their best…I can tell you mine does not suck at her job…

I imagine that FAs, like most career fields, the people with negative attitudes are the ones that stand out. Actually, if they served bbq and didn't serve booze, flights might be a lot more peaceful. It's been my experience that sober people with a plate of ribs in front of them rarely cause trouble.
I can imagine the perfect FAR: For any regularly scheduled domestic flight, delayed between boarding and take-off more than 15 minutes, a half-rack of smoked pork ribs much be served to each passenger, along with a glass of iced tea with free refils. If the delay goes past one hour, the meal must be extended to included unlimited fried chicken and mashed potatoes. In the event that this can't be carried out, the flight is free.
