There will be a TFR if that's the case

He's not in this week. And if you file IFR, you can fly through the outer ring. In fact, if you are VFR and file a VFR flight plan and get flight following you can go through R-4009 when expanded as long as you are squawking and talking.

If not, it's pretty easy to navigate around it. You just have to keep your downwind under 2-3 miles on 27 to stay away
