No. There would be too many clothes hanging from the treadmill to allow a safe takeoff. Same thing for a stationary bike or elliptical.

That has been discussed before and I recall Mythbusters? test that but I think they were not testing it as a real life treadmill works. They are / were unable to create a condition where the treadmill speed was the same as the acft when at full speed, but practically an acft can take off from any surface in any state.
