I might be mitten sometin, but I'd think you have to follow the NOTAM.
I've never heard of anyone being violated for deviating from the NOTAM and/or ATC instructions at OSH. More than one pilot has flown in as it flying into a non-busy uncontrolled without even being aware of the NOTAM and didn't get busted. I've personally witnessed an airplane descending out of the 1000' overcast on downwind among other indiscretions.When the FAA posts the notam isn't that pretty much a gotta follow thing?
