I lived in Duval County, Florida in the late 70s. Duval County is basically Jacksonville. If you ever lived in Jacksonville you would not ever question something like this. :D

Couldn't that mean that if you've got a downloaded application, you have to submit it in paper (as in, no e-mailing it), but that if you want to apply online you have to apply through the website?

Doesn't *necessarily* seem inconsistent to me, though it easily could be.
 
I teach the teachers, at least up here. But this is Florida. You're surprised?
