A&P IS THE ONLY ANSWER.

Unless the Experimental is a Light Sport. Then the owner can do Annual Condition Inspections after taking a 16 hour course.

Also a Light Sport Repairman Maintenance certificate (LSR-M). With it you are authorized to perform for hire maintenance and return an S-LSA to service as well as perform annual condition or 100-hour inspections on any LSA whether you're the owner or not. That's a 120 hour course.
