I was looking at a 1979 T tail Piper. I noticed an oval shaped "hole" in the leading edge of of the vertical fin with screening over it; what is it? I was thinking it might be related to the AC system.

It's the inlet for the overhead cabin air vents. There's an optional blower on some Arrows to move air through the vents when on the ground.

it's a convenient place for bees to hide and clog up the vent intake

It's a deliberate ploy by Piper to distract them from doing that to the pitot.
