What were they doing here?

I haven't seen any discussion on this spy case that just went down, I have been reading about it quite a bit, and I just wondered what the heck these people were doing. What kind of secrets were they supposed to be passing on? They sure didn't seem to be hanging around with politicians, or military people. Also, evidently the FBI has been keeping tabs of them for quite a while. I read today that a CI for the FBI tried to get Chapman to pass on a fake passport to someone, to implicate her, and she took the fake passport to the police. What kind of spy does that? So I was thinking about it, and it suddenly dawned on me. They were decoys. The real spies are out there gathering important information and passing it along, in the mean time these guys are keeping the FBI busy going to parties, hanging around universities, selling real estate, writing editorials for a Spanish language newspaper, and taking glamor shots. Anybody want to agree?
