There are often all sorts of things you can rely on to some degree, including people who are expecting you. But ultimately I think it's about the quick initiation of the SAR process when you neither cancel nor report missed.If the reason you’re not canceling when entering the pattern with other airplanes is so SAR is available, it seems to be a logical conclusion.
The Opposing Bases comment was only that you can't rely on ATC any more. That's just as true with canceling flight following as it is canceling IFR.
