I think it was a tie-off piling to which the barge or float was attached.
 
From other reports, it appears it was the mast.
The important word there being "was."

Well it had life vest/rings on it and looked like a halyard or stay lines on it. Didn't seem large enough diameter for a piling, but who knows.
