VFR Sectional Chart question...

Take a look at the included image of the area south of Boston, and specifically the small blue arrows next to CELTS and MILIS. What do these arrows represent?

And below the one at CELTS is a caret in a circle with 245 next to it. What is this telling me?

I'll take a guess at it, if you flip to the IFR chart you can see various routes pointing toward that waypoint. So, its the directions you might expect to see traffic coming from at that point?

It's a notional representation of which facilities provide along-course guidance and crossing radials. Of course, it doesn't showing exactly which facilities they're pointing to, which can get confusing when there are a lot of arrows, nor does it show which radial from those facilities make up the intersection. For that information, you'd have to refer to the IFR Low Enroute charts.

For the 245 elevation question, for stuff like that I refer to the Aeronautical Chart User's Guide at https://www.faa.gov/air_traffic/flight_info/aeronav/digital_products/aero_guide/

Takes some finding under "VFR symbols", but that is the symbol for a "lookout tower".

the triangle in circle thing is the aiming point for N. Korean missiles.
 
Grab your plotter and find out where the arrow points. It's gonna be a VOR....

Or peek at the IFR low chart where it tells you for these particular intersections.
 
Do they get used much in VFR? I don't use them as waypoints in my GPS for flight planning, so I don't think to much about them.

If you want to follow a road or low terrain they are handy for entering into the GPS so that the autopilot gets a steady diet of magenta line. :)

Kidding. VFR, I hand fly using pilotage for that. In a similar vein though, they are handy for entering into SkyVector for when you want to estimate time and mileage but want to follow a road or low terrain.
 
I wonder why they would tell us the elevation at the base of the tower..isn't the top of the tower more helpful?

There is a problem receiving BOS VOR below 3000 feet south of that point.

Before you say "I don't use that VFR," keep in mind that undercasts sometimes happen in coastal environments, and that waypoint is pretty close to shore. It's also not at all unusual to use VFR charts while IFR to know what kinds of risks you're taking (like the terrain 3000 feet below, which is not shown on IFR charts at all).
