Trouble understanding VOR question

The VOR is tuned to Bonham VORTAC, and the aircraft is positioned over the town of Sulphur Springs. Which VOR indication is correct? (See #1 below)

This puts the aircraft perpendicular to the Bonham VORTAC with 210º tuned into the VOR. Thus there is no TO or FROM flag, the needle is reflected to the right, so we know that we are on the 120º radial of the Bonham VORTAC. I understand everything up to now. However, if we tune the VOR to 30º, that reading with a left needle deflection would also show us to be in the same position. So how do you determine which way the needle needs to point to figure out which side of the VOR we are on?

I have used the passfaaexams.com youtube examples to understand VOR and they have been excellent. This example of theirs (that someone above partially pointed to) is again excellent as to understanding your position FROM and TO a VOR when the flags are missing:
