Stadium TFR:
Generally, restrictions issued under section 91.145 encompass the minimum airspace needed for the management of aircraft operations near the event. For aerial demonstrations, the TFR will normally be limited to a five NM radius up to an altitude of 17,000 feet mean sea level (or 13,000 feet AGL for parachute demonstrations). So, the TFR is from ground level to 2,500', 13,000', 17,000' respectively.
