Either he had a really good lawyer, and/or in exchange for cooperating he was given a reduced sentence. There's a lot of information missing here.

Good Lawyer is my bet. Keep all the pay while doing substandard work, keep all the bribes. But the FAA forces 11yrs worth of check rides to be reevaluated at the individual pilots expense because the Gov't did not do their job. It will be interesting to see the how many pilots are affected and the number of pilots that don't need to be checked because they took another ride for an advanced rating from a different examiner or DPE.

There is precedence for this. Many pilots in the southwest had to reaccomplish check rides after it was determined the DPE was not doing "complete rides". That was one of the factors that now limit DPEs to 2 check rides per day.

Same thing happened on the maintenance side with several DMEs who were selling certificates. And we were talking 100s of mechanics who had to retest. But you have to keep in mind a lot of the people used these Designees because of what "service" they were providing. The problem was how do you know who tested legitimately or not.
 
They could have at least ordered restitution of some part of the fees that people paid and/or the fees they will have to pay to legitimize their certificates/ratings.
